The right outcome will not look the same in every case. We do not begin with a predetermined result — we begin with child safety, a verified direction, and the possibility of lasting family stability.

Why it matters
The child
comes first.
Not every child needs the same outcome.
Every child needs a safe one.
- Permanency takes more than one form.
- Which form serves a child is a professional judgment, made on the facts of that child’s circumstances.
Financial limitation should never be the factor that decides.
Some relationships are unsafe, and some children require another permanent family. Equally, adoption should not erase a child’s history, identity, or birth-family story. The Foundation holds no position on which outcome a child should reach.
Its conviction is narrower, and more difficult to argue with: financial limitation should not be the factor that decides. Neither should the absence of representation, nor an inability to navigate a complex system.
